What is accurate: personalization is not standard in most Fraser Valley townhome pre-sales, where buyers typically pick from two or three curated colour schemes and that is it. Bromley is offering a broader menu.

Three things to note before anything else:

  1. This is a pre-launch. Pricing, square footages, deposit structure, and completion are all registration-gated. You cannot underwrite a purchase here yet.
  2. Customization comes with questions. Upgrade pricing, timelines, and what is truly included vs. extra have not been published. Customization is a strong selling angle, but it is only valuable if the base price is competitive and the upgrade menu is reasonable.
  3. Brookswood is different from Willoughby. If you have been shopping Willoughby townhomes (Griffon, Heath West), Bromley is in a distinct neighbourhood with a very different character and transit profile. More on this below.

Who Is the Developer?

Leone Homes markets itself as a developer with "deep roots in custom home building." Bromley is their current townhome project, and the customization angle is an extension of that custom-build background. KEY Marketing is handling sales and registration, which is the standard Fraser Valley pre-sale marketing firm (they also handle Ladner Square and a long list of other projects).

What to verify before committing:

  • Request a list of completed Leone Homes projects and walk or drive by at least two of them.
  • Ask what customization decisions are included in the base price versus priced as upgrades. A broad menu is not the same thing as a free menu.
  • Confirm the warranty provider. New BC townhomes come with 2-5-10 home warranty coverage, but the administrator varies by builder.
  • Ask whether Leone Homes is the construction entity, the development entity, or both. In Fraser Valley pre-sales, marketing names sometimes differ from the legal developer on title.

These are standard questions for any first-project-at-scale developer. They are not a knock on Leone Homes, they are due diligence you should run on every pre-sale where you are putting down 15 to 20% and waiting 2 to 4 years for keys.

Pricing: What To Expect

Confirmed: pricing starts from under $800,000 (per Leone Homes marketing, subject to change without notice). That figure is the entry-level 3 bedroom unit; larger 4 bedroom plans and customization upgrades push higher.

Why there is no direct resale comp: Brookswood has been preserved as a low-density single-family neighbourhood for decades. There is essentially no existing townhome stock in Brookswood on MLS, so there is no historical resale comparable to anchor Bromley's pricing against. Uplands (the sub-area Bromley sits in) is the first planned pocket in Brookswood to permit attainable townhome density, and Bromley is among the first townhome presales coming to the area. That is a big part of the story here, and a reason entry-level pricing under $800,000 feels notable for this neighbourhood.

GST matters here: new-construction sales add GST on top of the base price, which for a $800,000 unit is roughly $40,000 before any rebate eligibility. Most Bromley buyers will not qualify for the full new-home GST rebate because the price point sits above the rebate threshold. Talk to me before signing so we can model the real after-tax cost for your plan.

What customization does to pricing: upgrade menus typically sit on top of the base price. Buyers who want the "custom feel" the marketing promises should budget another $20,000 to $60,000 on upgrades depending on how far they go. Why this matters: most Fraser Valley townhome pre-sales in 2026 are structured with 15 to 20% total deposits staged across 12 to 24 months (typically 5% at signing, 5% at 6 months, 5% at 12 months, sometimes another 5% at completion). A 1%-at-signing / 5%-total program sits well below the norm, which keeps much more cash in your account during construction.

What to ask before signing: the exact stage schedule (what percent is due and when), which lawyer's trust account holds the funds, whether the deposits are insured through a program like Travelers Insurance, and whether the 1%-at-signing structure has any strings (specific qualifying unit types, minimum completion tier, etc.). Leone's public marketing says the structure is subject to qualification and approval. That is worth reading in full before you commit.

Based on the marketing renders and the Brookswood context (lower density than Willoughby, larger surrounding lots, established single-family character), expect conventional 3-storey woodframe townhomes with side-by-side double garages, 3 bedrooms up, living on the main, and some 4 bedroom units with a flex room or den on the entry level. This is consistent with what Leone Homes is showing publicly and with the Uplands plan's intent of introducing gentler infill density while preserving the Brookswood setting.

When pricing releases, the details to pull before signing:

  • Exact interior square footage (not including garage or outdoor space)
  • $/sqft for each plan type (compare across plans, not just to the cheapest)
  • Garage dimensions and whether it fits 2 vehicles or 2 vehicles plus storage
  • Ceiling heights on main and upper floors
  • Outdoor space: balcony, patio, rooftop deck, and square footage

Bromley sits in Uplands, a newly planned section of the broader Brookswood neighbourhood. Confirmed: Bromley launched publicly on April 11, 2026 (open house and price reveal) and construction has begun. Leone Homes has not published a final occupancy date, and their own marketing notes that "construction start does not guarantee completion dates."

Realistic completion window: Fraser Valley townhome pre-sales that start construction in mid-2026 generally deliver 24 to 36 months later, putting Bromley's likely occupancy somewhere between mid-2028 and late-2029. This is an estimate based on typical Brookswood build timelines, not a guarantee.

Plan for slip: pre-sale completions in this market have been running 6 to 18 months late. Build that cushion into your timeline if you have a rate hold, a sale-of-existing-home contingency, or a lease end date tied to the move. Ask Leone for a written target completion date as part of your offer.

Brookswood vs Willoughby: The Neighbourhood Decision

This is the single most important question for anyone weighing Bromley against Langley's other townhome pre-sales.

Choose Brookswood (Bromley) if you want:

  • Established single-family character with mature trees and quieter streets
  • Lower-density surroundings
  • Closer to Highway 10, 200 Street, and the Langley Bypass
  • A neighbourhood where most of your neighbours own detached homes
  • Access to Brookswood Pond Trail, Uplands Dog Park, and the 200 Street golf corridor

Choose Willoughby (Heath West, Griffon, Eden) if you want:

  • Walking distance to Willoughby Town Centre, Starbucks, restaurants
  • Closer to the future Surrey-Langley SkyTrain
  • More other townhome and condo developments within a 5-minute drive
  • A master-planned, newer-built urban feel
  • Younger demographic and more transit-friendly lifestyle

Neither is objectively better. They are different products for different buyers. Bromley's real differentiator is not "customization," it is that it is one of the few well-marketed new townhome offerings in Brookswood at all. Willoughby has a dozen competing options. Brookswood has very few.

Why There Is No Direct Resale Comparison

Brookswood's history matters here. The neighbourhood has been zoned and built out as almost entirely detached single-family homes on large lots for generations. There is no meaningful inventory of existing townhomes in Brookswood for buyers to benchmark Bromley against. Bromley is among the first townhome releases to arrive in the area, enabled by the Uplands plan that permits gentler multi-family density while preserving the surrounding Brookswood character.

So how should buyers think about value? Two comparables are useful, and each tells you something different:

  • Willoughby townhomes (same product, different neighbourhood): new 3-4 bedroom Willoughby townhomes currently start around $819,900 (Heath West) up to roughly $900,000+ (Griffon). Bromley's entry under $800,000 is competitive at the product level, with the trade-off being Brookswood's more car-dependent location.
  • Brookswood detached resale (same neighbourhood, different product): Brookswood single-family homes typically transact well above $1.4 million. Bromley is not a substitute for a detached home, but for a buyer who wants to live in Brookswood without a seven-figure land cost, a townhome is the first realistic option at this price point.

What you gain going new:

  • New warranty coverage (2-5-10)
  • Customization options
  • Modern layouts and energy code (BC Step Code)
  • Smart home wiring out of the box

What you trade vs an older Willoughby townhome:

  • 5% GST on the purchase price
  • A 2 to 3 year wait for keys

For a buyer who specifically wants to live in Brookswood at a townhome price point, Bromley is effectively the first of its kind. For a buyer who is flexible on neighbourhood or who needs to move in within 6 months, Willoughby resale townhomes are worth a serious look.

Good Fit For

  • Move-up families who already live in or know Brookswood and want to stay in the neighbourhood without buying a detached home.
  • Buyers who value customization and are willing to pay for it. If you have walked into 5 cookie-cutter pre-sales and wanted more say over the finishes, this is the project that is trying to solve that.
  • Buyers with a 2028+ timeline. If you are planning around a lease end, a business exit, or a kid starting high school in 2029, a late-2028 completion works for you.
  • Buyers who drive and do not need transit. Brookswood is car country. If that describes you, you get a quieter neighbourhood for a similar price to a Willoughby townhome.

Not the Best Fit For

  • Buyers who need firm pricing now. Bromley has not released prices. If you are trying to lock in a number to underwrite a mortgage pre-approval, wait for the launch.
  • Transit-first buyers. If you plan to SkyTrain to work or school, Willoughby townhomes (especially those within 5 minutes of the future 203 Street station) are a better fit.
  • Short-timeline buyers. If you need keys in the next 12 months, this is not the project. Look at resale or a project with completion already underway.
  • Investors looking for cash flow. Pre-sale townhomes at $900,000 and above rarely cash flow as rentals in Langley. If cash flow is the goal, the math does not work here.
  • Buyers concerned about developer track record depth. If you want to buy from a developer with 10+ completed Fraser Valley projects, Polygon, Mosaic, or Zenterra are safer picks.

Risks & Trade-offs

1. Registration-gated pricing.
Until Bromley releases a price list, everything in this review is partly inference. If you register, budget 2 to 6 months of waiting before you see real numbers. Do not delay other pre-sale decisions on the assumption Bromley will come in cheaper.

2. Developer with limited public track record.
Leone Homes positions itself as a custom home builder moving into townhome development. That is a genuine business decision, and custom builders often deliver excellent product, but buyers should verify completed projects directly before signing a pre-sale contract.

3. "Customization" is a selling point with an asterisk.
Customization menus in pre-sales often carry meaningful upgrade pricing. Broader menus give you more options, but they can also give you more ways to push your final price well past the base. Ask for the upgrade price list on day one.

4. Brookswood transit distance.
If the Surrey-Langley SkyTrain reaches Langley City Centre in 2028 as currently planned, Brookswood is still a 10 to 15 minute drive away. Willoughby pre-sales benefit more directly from the transit uplift. If you are buying partly for appreciation, factor that in.

5. Completion risk.
Any pre-launch project carries completion risk: delays, spec changes, and in rare cases, cancellation with deposit refund. The further you are from a registered disclosure statement and first contracts, the higher that risk.

6. GST and closing costs.
Budget 5% GST on top of the purchase price (minus a partial new housing rebate that mostly phases out above $450,000). Budget another $5,000 to $8,000 for legal, title insurance, and property transfer tax (BC waives PTT on new construction under $1,100,000 as of 2026, partial above).
