Moving Mid-Year? Will Your Kids Get Into the Catchment School?
You can buy a house right inside a school's catchment and still have your child start at a different school. In parts of Surrey and Langley, that's not a rare edge case. It's how the system handles growth when a building is already full.
If you're moving to the Lower Mainland partway through the school year, here's what the law actually promises you and how Surrey and Langley each handle a full school. Then we'll get to who should plan their move differently. For the bigger picture, my Surrey Relocation Guide covers the rest of the move.
The Short Version
- Living in a catchment gives your child priority at that school. It doesn't guarantee a seat there.
- BC's School Act ranks children by where they live, but only once the district decides there's space.
- Surrey keeps an in-catchment waitlist when a school is over capacity and works with nearby schools to place your child in the meantime.
- Langley says its staff work with neighbouring schools to find a spot in the right grade when a catchment school is full.
- Registration needs proof of where you live, so the timing of your move date matters.
- Nobody can promise you a place at a specific school, including me. Confirm with the district before you buy or write an offer.
What the Law Actually Promises
Every BC school district has to set a catchment area for each of its schools. That's section 75.1 of the School Act. Section 74.1 then sets the order of priority for who gets in, from the top: a catchment child who attended the school last year, then any other catchment child, then a child from elsewhere in the district, then a child from outside the district.
Here's the line that matters most for a mid-year move. That priority list only applies "if a board determines that space and facilities are available at the school." Your child has a right to be enrolled in the district. The seat at one particular building depends on space. Catchment and school reports are separate questions; my guide to reading the Fraser Institute school rankings explains how those reports work.
The Act also says your residency is set as of the date you submit the application to enrol. So the address that counts is the one you can prove on the day you register, not the one you're planning to move into next month.
The upside: in-catchment children sit near the top of the list by law, and districts can also give priority to siblings and to kids coming up from a feeder school, as long as they publish those rules.
The catch: a full school can still say "not this term," even to a family who lives across the street.
How Surrey Handles a Full School
Surrey's registration page (for the 2026/2027 school year) says registration is open online year-round, and every student starts by registering at their catchment school. That's helpful if you're arriving in February. You don't have to wait for a window.
When a school's current or projected enrolment is over its building capacity, Surrey places in-catchment registrations on an in-catchment waitlist. The principal works with an Assistant Superintendent and nearby schools to find your child a placement in the meantime. In some school communities, the district says it may close registration altogether because of high enrolment, and those students are registered at a neighbouring school.
The page also lists 32 elementary schools that are closed to out-of-catchment registration for 2026/2027, other than siblings, with no out-of-catchment waitlist kept. That tells you how tight space is in parts of the city. If you're still choosing an area, my guide to family neighbourhoods in Surrey is a good place to start.
Surrey's page still points to Board Policy 9320 and Regulation 9320.1 for how the waitlist is ranked, but both are now marked "Retired." The district's change record shows they were merged into Administrative Procedure 301, which I couldn't find published yet. The last version of the regulation (revised September 20, 2017) ranked current students first, then feeder-school students, then siblings, then other catchment children. It also said a student placed at another school stays on the home school's waitlist and may be offered a spot at the start of the following term. Treat those details as a guide only and ask the district for AP 301.
The upside: you can register the week you arrive, and your child has a spot somewhere in the district while they wait.
The catch: "somewhere" can mean a different school, a different drive in the morning and possibly a second move later in the year.
How Langley Handles a Full School
Langley's elementary and secondary registration pages take 2026-2027 registrations online, and say applications were approved after the main registration period closed on February 17, 2026. For a family new to the district, the elementary page says to register at your catchment school "as soon as possible."
When a catchment school is full, a Langley school registration page on the Willoughby Slope says staff "work with our neighbouring schools to find placements for students at other school sites that have spaces available in the relevant grade level." The elementary page ties this to the Ministry's class-size requirements for Kindergarten to Grade 3 and Grades 4 to 7, and notes that schools only get their final teacher allocation after September attendance is confirmed. For where families tend to look, see my guide to the best areas in Langley for families.
Langley is also mid-change. On May 1, 2026, the district posted that the Board had approved new catchment boundaries for the Willoughby Slope, taking effect in September 2027 when a new middle and secondary school open. The same page says "nearly all of the schools on the Willoughby Slope have high enrolment and are currently at capacity." Younger siblings of students who stay at their current school are not "grandfathered" under the new lines. The updated boundaries are due in the district's school locator tool over fall 2026 and January 2027, so the locator may not show them yet. My Langley Relocation Guide covers the wider move.
The upside: Langley is building, and new schools in the Smith neighbourhood are scheduled to open in September 2027.
The catch: if you buy on the Slope today, the catchment you look up may not be the one your child is in by the fall of 2027.

Tools & Resources
Still deciding where to look? These free tools and guides help you narrow it down before you talk to the district. Try a quiz or a guide to see which area fits how you live.
Timing a Mid-Year Move
Because residency counts from the day you apply, you can't register for the new catchment until you can prove you live there. Langley's registration pages ask for proof of your child's age, your citizenship status, guardianship and where you live, and say a registration with missing documents won't be processed. Langley lists a subject-free home purchase contract among the housing documents it accepts, along with a BC-issued document such as a driver's licence or BC Services Card.
That gives you a practical window. If your completion date is in March, your child may sit in a temporary placement until the paperwork catches up, then join a waitlist if the school is full. My guide to moving to Langley covers the rest of the timing.
The upside: once your subjects are removed, your purchase contract can count as proof of address in Langley.
The catch: Surrey doesn't list a purchase contract. It wants BC photo ID showing your address, or 2 documents such as a utility bill or property assessment, so you may need to wait until you've moved in.
French Immersion and Programs of Choice
Most French Immersion spots fill at set entry points, not mid-year. In Langley, Late French Immersion registration happens during a two-week window in October of Grade 5, and the general choice-program window runs October 5 to October 26, 2026, with a waitlist that lasts a year. Langley has middle schools, with their own registration page. Surrey doesn't split grades that way: there, Grade 6 is still in elementary school. In Surrey, Kindergarten programs of choice, including Early French Immersion, go through an online lottery, and a Surrey school page shows Late French Immersion registration ran February 2 to 20, 2026.
If your child is already in French Immersion somewhere else, Surrey's older procedure (now marked retired) said entry in other grades depended on available space and previous immersion experience. Ask both districts directly before you assume a spot carries over.
Who This Is NOT For
You need one specific school for September, no matter what. If a particular school is the whole reason for the move, don't buy on the assumption you'll get in. Look at homes in catchments where the district hasn't flagged capacity issues, and confirm space with the district in writing before you remove subjects. My Neighbourhood Matchmaker can help you shortlist areas first.
Your child can't handle a mid-year switch and then a second one. For some kids, one move is plenty. If a temporary placement followed by a transfer would be hard on your child, look at timing your completion closer to summer, or renting near the school first and buying once you've confirmed the placement.
You're buying on the Willoughby Slope for a school you looked up today. The lines change in September 2027. Check the district's approved boundary map, not only the locator tool, and look at established Langley neighbourhoods where the district hasn't announced changes if certainty matters more than a newer home.
FAQ
If I buy a house in the catchment, is my child guaranteed a spot at that school?
No. The School Act gives catchment children priority once the district decides there's space. When a school is full, both Surrey and Langley place students at another school.
Can I register before I move in?
Residency counts from the date you apply. Langley accepts a subject-free home purchase contract as one housing document. Surrey's list doesn't include a purchase contract. Ask the district what it will accept for your situation.
Does Surrey take registrations in the middle of the year?
Yes. Surrey's registration page says registration is open online year-round.
Will the district drive my child to a different school if theirs is full?
I couldn't confirm a current policy for either district. Surrey's retired procedure said transport for a district-made placement may be considered. Ask before you count on it.
Will a sibling get into the same school?
Districts may give siblings priority, but they're not required to. In Langley's Willoughby Slope changes, younger siblings aren't grandfathered. Confirm the current sibling rules with the district.
Talk It Through Before You Buy
If you're moving with kids and the school is a big part of where you buy, I'm happy to walk through the areas, the timing and what to ask the district before you write an offer.
